AbstractIn the background of the rapid development of society and economy and the government pays great attention to the people’s livelihood. Reasons for choosing this topic of local government public finance expenditure mechanism and its optimization in China from a perspective of the people’s livelihood is mainly based on the following two points: (1)Research on the local government public finance expenditure mechanism and its optimization in China from a perspective of the people’s livelihood is a weak link in the study of our country. Mainly manifested in two aspects: The first, in the people’s livelihood perspective, There is no systematic exposition of the concept and function of local public financial expenditure mechanism. Thus the theoretical basis of to promote the construction of local government fiscal expenditure mechanism in the people’s livelihood is not sufficient. The second, at present our country has not set up perfect mechanism of local fiscal expenditure on the people’s livelihood, to lead the game behavior of the local government in the construction of public finance expenditure and central government: more money, less supporting, upward transfer the financial burden; more loans, less debt, escape the actual expenditure responsibilities.(2)Local government public finance expenditure mechanism and its optimization in China from a perspective of the people’s livelihood is our country to improve people’s livelihood problem is an urgent need to strengthen the research of practical problem. At present the central government to strengthen the implementation of the policy on improving people’s livelihood, but local governments can not keep up the pace, local government expenditure mechanism is not perfect, there are the following outstanding problems: local fiscal function definition is not clear, people’s livelihood investment insufficient; mechanism design is not standard and so on. These all lead to people’s livelihood problem is more and more seri
