信息公开影响政府信任的实证研究 摘 要 摘 要 转型期我国政府面临着严峻挑战，政府原有合法性资源不断流失，公众对政 府的信任亟需重新构建。从目前权力体系看，仍是相对封闭和信息失真的系统， 信息的不公开和不对称不仅带来了“逆向选择”，而且也带来了“道德风险”，信 息公开对政府信任的影响已成为理论和实践所关注的焦点之一。信息公开对政府 信任的积极影响已得到学者广泛证实，但不同内容的信息公开、不同的公开方式 与不同的公开效果对政府信任有无差异性影响目前学界仍需进一步进行探讨与研 究。本文以社会交换理论为基础，将政府信息公开内容分为 “利益类信息”公开、 “参与类信息”公开与“行政机关自身信息”公开，将政府信息公开方式分为“政 府渠道公开”与“非政府渠道公开”，通过对289 问卷的实证调查研究，结果发现： 一是“利益类信息”公开与政府信任正相关，“参与类信息”公开对政府信任影响 不显著，“行政机关自身信息”公开与政府信任负相关；二是“政府渠道公开”与 政府信任正相关，“非政府渠道公开”与政府信任负相关；三是信息公开效果与政 府信任正相关。该发现表明可从信息公开的不同内容、不同公开方式与效果三个 方面进一步完善、落实信息公开制度，并提高政府信任水平。 关键词：信息公开 政府信任 实证研究 作 者：李 佳 指导教师：袁勇志 I Abstract Information disclosure content for the government trust influence of empirical research Information disclosure content for the government trust influence of empirical research Abstract Our government is facing severe challenges in the transitional period.
