AbstractSupervision and restriction of power is valued by various countries of the world. The history of western thoughts of power restriction goes as far back as the ancient Hellenic times. With the development in several centuries, it has formed a relatively mature theory system.In China, although the supervision and restriction of power system has made considerable progress, there are still some institutional imperfections due to the late start. The excessive concentration of the power of “the first in command”, the opaque of power operation system and other issues have not been able to be effectively addressed. In current cases of corruption, “the first in command” corruption cases in terms of the quantity or the proportion of total numbers in that year, deserves our attention.As “the first in command”of county, county party secretary has become a high-risk group of corruption.The county party secretary who has strong power and heavy responsibility plays a role in linking. County party secretary is the person in charge of the partys local organizations at the county level, and on behalf of the image of the party and the local governments.At the same time, owing to dealing directly with the people, as a grass-roots “the first in command”, county party secretary is gaining increasing concern. Therefore, the harm and influence caused by the corruption of county party secretary can not be ignored. On the basis of internal and foreign condition of supervision and restriction theory, this paper will choose this particular group as the object of study by comparing the Chinese and foreign development and research.
