摘要企业是我国经济发展的重要组成部分，其在我国经济发展中扮演的角色和 承担的作用是不容忽视的。2008 年以来以美国次贷金融危机为引线的全球性经 济危机，已暴露了在传统经济模式指导下企业发展的缺陷和弊端。根据世行报 告（2007），由于企业在传统经济模式下的快速发展，我国污染的经济损失达到 了 5.8%GDP。每年因环境污染造成的损失达到 2830 亿元人民币，其中包括水污 染；废气污染；生态环境破坏和自然灾害；固体废物排放、噪音污染等。专家 分析表示，环境污染引起的经济损失原因众多，我国企业生态责任观念的缺失 是造成生态环境破坏以及经济损失的主要原因。面对这一严重问题，我们有必 要研究我国企业的生态伦理责任问题。企业生态责任在国内外学术界也被称为企业环境责任、企业环保责任、企 业绿色责任等，是指企业在经营过程中认真考虑其对生态环境的影响，并以负 责任的态度处理与自然环境有关的各项事宜，将对生态环境的破坏降到最低的 一种责任。本文以企业生态责任问题为研究对象，试图从不同层面来寻求督促企业承 担生态责任的方法。本文分为四个部分，第一部分主要包括选题目的，国内外 研究综述，以及研究方法。第二部分对企业生态责任的概念和特点进行阐述， 论证了企业承担生态责任的重要性，为全文奠定了理论基础。第三部分主要分 析了我国企业在资金投入、法律以及企业自身方面承担生态责任的现状，并从 地方政府、经济法律、环境资源、社会监管以及企业本身方面等来寻找原因。 第四部分分别从政府、企业、社会层面三个方向展开论述，试图对企业履行生 态责任提供原则性的指导。【关键词】：企业生态伦理企业生态责任AbstractThe enterprises in Chinaare indispensable part of the national economy and play animportant role which cannot be ignored in the economy. Global economic crisis triggered by U. S.sub-prime financial crisis has already exposed the defects and shortcomings of enterprises guidedbythe traditional economic model since 2008. According to the 2007World Bank report, due tothe rapid development of enterprises under the traditional economic model, the economic losses ofpollution in our country has reached 5.8% of GDP. Every yearthe finanical loss brought byenvironmental pollution can reach 283 billion yuan,including water pollution, exhaust pollution,natural disasters caused by the ecological environment destruction, solid waste emission, noisepollution and so on. Experts say that although there are numberous reasons for the economic losscaused by environmental pollution, the lack of enterprises’ ecological responsibility is a mainreason.
