摘要教育公平作为社会公平正义在教育领域的延伸和体现,不仅是教育现代化的 基本价值和基本目标,也是社会公平正义的重要基石。自我国高等教育实施学生 缴费上学的政策以来,高校贫困生问题便日益凸显,并逐渐成为我国高等教育事 业改革的阻力之一。为解决高校贫困生问题,实现教育公平,党和国家相继出台 了一系列贫困生资助政策。2007 年,教育部与财政部联合下发的《高校、高等 职业学校国家助学金管理暂行办法》,完成了国家助学金政策的顶层设计,标志 着国家助学金制度的正式确立。国家助学金作为贫困生资助体系中覆盖面最广的 资助形式,在保障家庭经济困难学生的基本生活上发挥着重要作用,在一定程度 上缓解了教育贫困现象,促进了教育公平的实现。但是在国家助学金政策执行的 过程中,出现了虚假贫困证明、平分和挪用国家助学金等有违公平的现象,使国 家助学金政策的执行出现了偏差,部分家庭贫困的学生未获得相应的资助。2013 年,十八届三中全会在通过的《中共中央关于全面深化改革若干重大问题的决定》 中,明确提出健全家庭经济困难学生资助体系,大力促进教育公平。本文从教育 公平的角度出发,通过对某民族院校的在校大学生进行问卷调查,分析了国家助 学金政策执行的现状与存在的问题,并提出了促进国家助学金政策公平执行的建 议。本文共分五章,第一章介绍选择了选题的背景和意义、核心概念、创新之处 和研究方法等;第二章是本文的相关理论基础与文献综述;第三章介绍了新中国 成立后国家助学金政策的历史沿革,并根据国家助学金政策的有关文本,对国家 助学金政策的价值取向及资助对象做了阐释。第四章通过对某民族院校在校大学 生的调查研究,了解了该民族院校国家助学金政策执行的公平现状与存在的问 题,并分析了国家助学金政策执行公平问题的原因。第五章提出了促使国家助学 金政策公平执行的建议。关键词:国家助学金;政策执行;公平IAbstractEducation fair is a manifestation of social fairness and justice in the field of education,It is the cornerstone and goals of the modernization of education and social justice. Since our country adopted the policy of tuition in higher education,there aremore and more problems of poor college students and it gradually became one of resistance to higher education reform. To solve the problem of poor college students,the party and the country have issued a series of policies about poor students. In 2007,the Ministry of Education and Ministry of Finance jointly issued the“Interim Measures of State Grants in Colleges and Vocational Schools”,it marking Chinascurrent system of state grants formally established and completed the top-level design of state grants policy. State grants is the most widely used in the system of poorstudents and played an important role in the protection of poor students,it alleviatepoverty and promote educational equity. But in the process of policy implementation in state grants,it is common to see the poverty proves false,pseudo-poor students and other phenomena , it make some students from poor families did not get the appropriate funding.
