摘要教育公平作为社会公平正义在教育领域的延伸和体现，不仅是教育现代化的 基本价值和基本目标，也是社会公平正义的重要基石。自我国高等教育实施学生 缴费上学的政策以来，高校贫困生问题便日益凸显，并逐渐成为我国高等教育事 业改革的阻力之一。为解决高校贫困生问题，实现教育公平，党和国家相继出台 了一系列贫困生资助政策。2007 年，教育部与财政部联合下发的《高校、高等 职业学校国家助学金管理暂行办法》，完成了国家助学金政策的顶层设计，标志 着国家助学金制度的正式确立。国家助学金作为贫困生资助体系中覆盖面最广的 资助形式，在保障家庭经济困难学生的基本生活上发挥着重要作用，在一定程度 上缓解了教育贫困现象，促进了教育公平的实现。但是在国家助学金政策执行的 过程中，出现了虚假贫困证明、平分和挪用国家助学金等有违公平的现象，使国 家助学金政策的执行出现了偏差，部分家庭贫困的学生未获得相应的资助。2013 年，十八届三中全会在通过的《中共中央关于全面深化改革若干重大问题的决定》 中，明确提出健全家庭经济困难学生资助体系，大力促进教育公平。本文从教育 公平的角度出发，通过对某民族院校的在校大学生进行问卷调查，分析了国家助 学金政策执行的现状与存在的问题，并提出了促进国家助学金政策公平执行的建 议。本文共分五章，第一章介绍选择了选题的背景和意义、核心概念、创新之处 和研究方法等；第二章是本文的相关理论基础与文献综述；第三章介绍了新中国 成立后国家助学金政策的历史沿革，并根据国家助学金政策的有关文本，对国家 助学金政策的价值取向及资助对象做了阐释。第四章通过对某民族院校在校大学 生的调查研究，了解了该民族院校国家助学金政策执行的公平现状与存在的问 题，并分析了国家助学金政策执行公平问题的原因。第五章提出了促使国家助学 金政策公平执行的建议。关键词：国家助学金；政策执行；公平IAbstractEducation fair is a manifestation of social fairness and justice in the field of education，It is the cornerstone and goals of the modernization of education and social justice.
