摘要自改革开放以来，我国东部沿海地区凭借天然的地理区位优势承接国外以及港澳台等地区的产业转移，率先实现了经济的高速发展，而金融危机的爆发使得沿海地区那些高度依赖出口的相关产业陷入了困境，且近年来，沿海地区生产要素价格上涨、原材料成本上升、资源环境面临约束等因素更加令处于产业链低端的粗放型企业不堪重负，内外部环境及需求条件的变化导致新一轮产业转移呼之欲出，产业资本天生的逐利性也使得产业转移成为一种必然的趋势，而毗邻珠三角地区的湖南省湘南地区则成为产业转移的重要目的地。产业转出地通过产业转移，其产业结构得到调整，并为发展资本技术密集型产业腾出了空间，从而实现了产业的转型升级；而产业承接地通过产业转移获得了转移要素、较高的生产技术、先进的管理理念，从而经济发展速度得以加速，同时产业转移也使产业承接地的产业结构得到改进和调整，于是处于欠发达的中西部地区迎头而上，为承接沿海地区的转移产业资源展开了激烈的争夺。承接产业转移涉及到不同主体的利益诉求，因而产业转移过程实质也是关于不同利益主体的动态博弈过程。现阶段，湘南地区各地方政府在承接产业转移过程中出现过度竞争的状况、区域间缺乏协作统筹、对转移企业过度让利、转移产业的准入门槛较低等问题。本文针对当前湘南地区承接产业转移的现状以及其存在的问题，基于演化博弈的视角构建了关于产业转出地政府、产业承接地地府及转移企业等利益主体相互之间的动态博弈模型，试图对湘南地区各地方政府在承接产业转移过程中应采取怎样的承接策略进行探析；基于博弈分析得出的相关结论湘南地区的优势产业选择作了分析，同时运用因子分析的方法对湘南地区的产业承接能力作了比较分析。最后结合相关理论、博弈模型得出的结论启示以及相关数据得出的分析结果，有针对性地提出了促进湘南地区承接沿海产业转移的一些政策建议。关键词：产业转移湘南地区演化博弈优势产业承接能力ABSTRACTSincereformandopeningup,ChinaseasterncoastalareasdependingonnaturalgeographicallocationadvantagehaveundertakentheindustrialtransferfromforeigncountriesandHongKong,MacaoaswellasTaiwan,achievingarapideconomicgrowthfirstly.Buttheoutbreakofthefinancialcrisismadethehighlyexport-dependentindustriesintheeasterncoastalareasgetintotrouble,andinrecentyears,productivefactors′pricerosequickly;rawmaterials′costincreased;resourcesandenvironmentfacedconstraints,whichmadetheintensiveenterprisesinthelowendoftheindustrialchaingetintomoretrouble.Internalenvironmentalconditionsandexternaldemandchangedsothatanewroundofindustrialtransferisvividlyportrayed,andtheinherentprofit-drivencharacterofindustrialcapitalalsomakesindustrialtransferbecomeaninevitabletrend.Xiangnanregion,adjacenttothePearlRiverDaltaregionhasbecomeanimportantdestinationofindustrialtransfer.Throughindustrialtransfer,theroll-offarea′sindustrialstructureisadjusted,andsomespaceisreleasedforthedevelopmentofcapitalandtechnologyintensiveindustry,whichleadstoindustrialtansformationandupgrading;theindustryundertakingareareceivestransferfactors,highproductivetechnologyandadvancedmanagementconcept,whichacceleratesthespeedofeconomicdevelopment.theindustry
