的变化，发展得到稳步提升。通过实地走访，查阅相关资料，召开座谈会等方式掌握了全区水环境治理的基本情况，特别对当前开发区水环境治理的现状，面临的主要问题，采取的工作举措，取得的工作成效进行了了解，并通过相关数据分析，对2014 年开发区水环境治理方面取得的具体成效进行了客观评价，提出针对性的意见建议，为全市水环境治理的深入推进和水质提升提供参考和依据。大禹治水十三年，为民造福传千年。“五水共治”是工业化时代一场功在当代，利在千秋的攻坚战役。希望通过此文能够引起各级党委、政府以及相关部门对水环境质量提升工作的重视，能够为开发区水环境治理工作的推进贡献绵薄之力。同样，水环境质量提升不仅需要发挥政府主导作用，广大人民群众也要增强水环境保护意识，积极参与到五水共治的具体工作中去，为实现天更蓝，山更绿，水更清的全民生态梦想，为实现民族复兴伟大的中国梦而共同努力。关键词：嘉兴，水环境治理，研究，开发区IIResearchofwaterenvironmenttreatmentinJiaxing——IllustratedbytheexampleofJiaxingEconomicDevelopmentZoneAbstractWateristhesourceoflife,thekeytoproduction,thebasicofecology andthemost valuablenaturalresource.Jiaxingisawell-knowncoastalcitywithitslonghistoryand wonderfulculture.Itwasnamedafterwater,itisbeautifulandnourishedforwater. However,theincreasingproblemsinwaterresourceandwaterenvironmenthave becomeconstraintstothedevelopmentofeconomicalsocietyandnormallifeinJiaing. And therefore, water environment treatment has become atop task.“JointGovernanceonFiveWater,PollutionControlisFirst”.Thekeytosewagetreatmentistoimprovethequalityofwaterenvironment.Inthepastseveralyears, JiaxingEconomicTechnicalDevelopmentArea,asanantecedentofZhejiangreform andopening-uppolicy,hasmaintainedthemomentumofrapideconomicdevelopment andmademanyachievement.In2014,theDevelopmentAreaputforwarda3-year actionplanof“JointGovernanceonFiveWater”,especiallyofimprovingthequalityof riverwaterbyawidemargin.Withthecontinuousadvanceoftheaction,majorprojects andworksofwatercontrolhavebeencarriedout.Effectivemeasuressuchasthe Systemof“RiverOfficialManagement”andtheSystemof“FourinOneCleaning” haveworkedverywell.Therefore,waterqualityisgreatlyimprovedandtheactionplan won awidepraise from themasses.In2013,theCommunistPartycommitteeofZhejiangprovinceandtheprovincial governmentmadeadeployment---“JointGovernanceonFiveWater”,inwhichtaking sewagetreatmentasthestartingpoint,togetherwithadvancingfloodcontrol,water drainage,watersupplyandwatersavingwasputforward.Itisclearthatthewater treatmentisthebreakthroughtopromotethetran
