PAGE PAGE IV摘 要高科技的发展推动了经济的快速增长——人类在过去的 100 年的时间里创 造了比历史上总和还要多的物质财富。但是，这种经济的快速增长是以“高投入、 高消耗、高排放”为特征的。长此以往，不仅仅经济的增长会受到资源短缺和环 境容量的制约，人类的生态安全也将因环境承载力的下降而受到威胁。解决资源、 环境与经济快速增长的矛盾，是人类面临的难题。在这种背景下，只有采用新型的经济发展模式——工业产业生态化，才能从 根本上解决这个世界性的难题，才能保证人类的发展走上经济高效、环境污染低、 能源消耗低的可持续道路。贵州是一个经济社会发展相对滞后的省份，但污染严重，能源、资源消耗高 的省份。近年来贵州省在产业生态化建设方面取得了一定的成就，但依然任重而 道远。本研究以开阳磷煤化工生态工业园作为实例，分析了开磷的成就和不足之 处，并就政府对工业园区的管理体制上主要提出一些建议。最后，本研究分析了贵州省工业产业生态化建设过程中存在的问题，并提出 对策措施。关键词：开阳磷煤化工生态工业园，产业生态化，贵州省，循环经济 PAGE PAGE VAbstractThe development of high technology improved economic boom——human being creating more wealth than that in the history in 100 years. But this economic growth has the character of high investment, high consuming, high discharging. Not only resource shortage and environmental capacity can restrict the economic growth but also the ecological security of human being will be threaten by the decline of environmental load capacity if the situation continues this way. Resolve the conflicts between resource, environment and growth of economic is a uphill task of human being.In such a situation, only develop eco-industry, we can resolve such a formidable universal problem and make human being develop in a way of economic growth in a high speed, low pollution and low consuming.Guizhou is a backward province in China. But it has serious pollution, and high consuming. Guizhou province make some achievement in eco-industry development in recent years. But it has much still remains to be done as well. This research analysis the problem in the development of eco-industry and make train of thought, countermeasure.In the last, this research take Kaiyang Phosphorus and Coal Industrial Park for example. We analysis the Achievements and Shortcomings of Kaiyang Phosphorus and Coal Industrial Park. Finally, we tabled a proposal on administrative system of industrial park.In the last, we analysis and addressed the problem of Eco-industry development on Guizhou provice.Key Words: Kaiyang Phosphorus and Coal Indu
