毕业论文（设计） 题 目 宁波市支持服务外包发展的 财政政策的水平效应研究  A Study of Ningbo Service Outsourcing Fiscal Policy ’s Level Effect 摘 要 服务外包被称颂为经济发展的动力。2008年以来，宁波市政府高度重视服务外包发展，出台财政政策每年计划安排1000万元服务外包专项资金支持服务外包发展。财政政策对服务外包发展水平的影响，其衡量的标准是水平效应。水平效应考量财政政策投入与服务外包产出总量的关系。若越高的财政政策投入对应越高的服务外包产出总量，则水平效应成立。 本文假定技术进步不改变，将宁波市服务外包专项资金作为指标，来衡量财政政策的投入；将服务外包业从业人数作为指标，来衡量宁波市服务外包人才因素，将服务外包合同总量作为指标，来衡量宁波市服务外包产出总量。主要考察这三个指标之间的关系，借以考察财政政策的投入与服务外包产出总量的关系。具体方法是电话访问宁波市外经贸局和上网查阅资料取得历年的三个指标的数据，使用EVIEWS软件进行实证分析，检验财政政策对服务外包是否具有水平效应，并提出相关政策建议。 关键词 水平效应；财政政策；宁波市；服务外包 Abstract Service outsourcing is praised for economic development. Since 2008, the ningbo government attaches great importance to the development of service outsourcing, fiscal policy plan the city $10 million a year to support service outsourcing service outsourcing development.
