I I 摘 要 现代化步伐在加快，人们也越来越重视教育，尤其是义务教育。在步入新 世纪后的第一个十年中，党和政府在基本普及九年义务教育的基础上，加强了 对农村义务教育的支持力度，采取了一系列改善农村义务教育学校办学条件的 举措。经过不懈的努力，全国农村义务教育办学条件总体上得到了极大的改善， 但是，中小学校现代化办学条件整体不足和区域差距大仍然是农村地区的突出 问题。在基础教育未来十年以质量提升和均衡发展为战略任务的改革与发展进 程中，需要在政策和经费上予以有利保障，以学校标准化建设的推进为重要契 机，进一步全面改善农村义务教育办学条件，尤其是适应现代化教育教学需要 的办学条件，从而在物力环境和设施设备上确保每一个学生得到全面而富有个 性的发展。 然而，针对人们对教育需求的无限欲望，这些物力资源总是短缺的。如何 在城乡之间、校际之间合理配置有限的教育资源以最大限度地发挥义务教育推 动社会发展的价值，便自然而然地涉及到义务教育资源的配置效率问题。针对 城乡中小学之间在办学条件、教学水平、教育质量等方面的巨大差距，优化义 务教育资源配置、提高配置效率、促进义务教育均衡发展便成为我国多年来的 教育工作重点。 按照义务教育均衡发展的原则，在配置义务教育物力资源的过程中尽量向 农村学校倾斜，尽可能缩小城乡之间的差距。但通过笔者实证研究发现，山西 省 XX 县在配置义务教育物力资源的过程中，却出现“凹凸不平”“物到无用” 的现象。城乡之间、优势学校与薄弱学校之间的差距并没有缩小，反而进一步 拉大。而且物力资源并没有得到充分利用 ,这表明该县的义务教育资源配置方 式没有体现均衡发展的原则，存在义务教育物力资源配置失衡与低效使用的问 题。为此,笔者在 XX 县具体分析当地义务教育物力资源现状，并提出相应策略。 关键词：县域；物力资源；资源配置；实效性 Abstract With the accelerated pace of modernization, people take more and more attention on education, especially Compulsory Education.
