Due to the economic development in small towns, partial rural populations have been attracted, to form into the small-town-oriented town-village living system. With the advancement of urban-rural integration, various infrastructures especially transportation in small towns have been improved, the coverage of public service facility has been widened, and residents’ requirement for high-quality and diversified public service facility has been enhanced. Meanwhile, as small town residents flow into large cities, the utilization rate of local public service facility has become low, which causes difficulty in quality promotion and brings up new demands for the reasonable and efficient distribution of public service facility. At present, the standards related to public service facility configuration have not yet been complete in China, the phenomenon of ―emphasizing cities but neglecting countryside‖ is common, and the configuration of public service facility is broken at town level, causing the lack of reasonable guidance of public service facility construction in small towns and the limitation of regional planning and coordination. There is a large gap between the traditional public service facility configuration in hierarchical order according to administrative division and actual utilization requirement. As living territorial scope enlarges, a part of small towns are gradually breaking through the limitation of administrative division to share public service facility in respects of education, culture and medical treatment with other villages and towns.
