我国区域科技创新能力建设现状分析 　　[摘 要] 从国内外区域经济发展的经验来看，科技创新已经渗透到区域经济和社会发展的各个领域，在一个国家或地区的经济发展中起着决定性的作用。本文采用统计分析方法，从创新资源、知识创造、经济效益以及创新环境四个方面，对我国区域科技创新能力建设现状进行分析。研究结果表明：我国区域科技创新能力建设存在较大差异，排名前5的地区绝大部分指标的总量都超过我国总额的一半，排在后5位地区各类指标的总量远低于排名第一的地区。 　　[关键词] 科技创新;创新能力;Ramp;D 　　[中图分类号] F124.7 [文献标识码] A 文章编号：1671-0037（2015）01-22-5 　　Current Situation Analysis of the Regional Scientific and Technological Innovation Construction in China 　　Zhang Biansheng 　　（Henan Province Institute of Samp;T Development Strategy Zhengzhou Henan450008） 　　Abstract：Scientific and technological innovation has penetrated to all fields of regional economic and social development and plays a decisive role in economic development of a country or region according to the experience of economic development at home and abroad. This paper makes a quantitative research on the current situation of the regional scientific and technological innovation in China from four aspects of innovation resources，knowledge creation，economic benefits and innovation environment. The results show that there exist great differences of scientific and technological innovation construction in different regions of our country，the total of the top 5 regions exceeds half of the country’s total in the absolute amount of the most indexes，but the total of the last 5 regions is far less than the first in the absolute amount of all indexes. 　　Keywords： scientific and technological innovation; innovation ability; Ramp;D 　　1 引言 　　在知识经济时代，经济发展的一个显著趋势是科技日新月异，科技在经济发展中的作用越来越重要，它广泛渗透到经济和社会发展各个领域，推动经济规模的扩大、产业结构和技术结构的升级。世界各国综合国力的竞争焦点已经表现为科技的竞争，科技和经济的结合已成为产业界和政府广泛关注的命题。 　　我国的科技创新能力自改革开放以来已经有了较大的提高，但与发达国家相比，还存在一定的差距，仍处于较低的发展中水平。而随着经济全球化的发展，我国将在更大范围内与科技能力较强的国家直接竞争。因此，加快我国科技创新能力的建设，提高科技创新水平，是推动产业结构升级，实现经济发展方式转变，加快经济发展，提高国家竞争力的根本出路。本文在国内外专家的研究基础上[1]-[9]，从创新资源、知识创新、经济效益以及创新环境四个方面，对我国科技创新能力的建设现状进行研究 　　2 创新资源 　　一个地区科技创新决策能否正常运转的一个重要因素在于创新资源的投入与配置，这是科技创新成功的物质基础，它决定创新的规模、速度、能力和效果[10]。国际上通常采用Ramp;D活动的规模和强度指标反映一国的科技实力和核心竞争力 　　2.1 人力资源 　　2012年，全国Ramp;D人员全时
