I I 山东财经大学硕士学位论文 摘 要 从城市发展演变的过程来看，城市化的过程实际上是人口集聚、产业集聚的过 程。集聚经济是城市形成的主要动力，是促进区域经济发展的源泉。山东省作为沿 海经济大省，近年来依靠优越的区位优势，产业集群得到了较快的发展，但是其城 市化水平严重滞后于工业化水平。因此，本文结合山东省的实际情况，研究如何通 过产业集群与城市化的互动发展来促进山东省城市化进程。本文在理论分析了产业 集群与城市化的互动发展机理的前提下，选取山东省发展较好的产业集群为研究对 象，实证检验得出了产业集群与城市化存在互动关系，最后针对山东省产业集群与 城市化的发展现状，提出了促进两者互动发展的对策建议。 本文的创新主要体现在：（1）实证检验了产业集群与城市化之间存在互动发展 关系。本文以集群产值占集群所在地区工业总产值的比重和非农业人口占集群所在 地区总人口的比重这两个指标，以广饶县橡胶轮胎产业集群为例，采用了 1996-2010 年的有关数据，采取 Engle-Granger 协整分析和格兰杰因果检验的方法，验证了产 业集群与城市化间存在互动关系；（2）从点轴面三个层次阐述了如何实现山东省 产业集群与城市化的互动发展，并建立了促进两者互动发展的保障体系。①建立城 乡一元的户籍管理制度，促进农村剩余劳动力向城市集聚；②构建区域创新体系， 推动产业集群与城市化互动发展；③健全支撑体系，为产业集群与城市化互动发展 提供基础保障。 关键词：产业集群 城市化 互动发展 II II Abstract Abstract From the perspectives of the urbanization evaluation process, the urbanization process is actually a process of population concentration and industrial agglomeration. Agglomeration economy is the main driving force of the urban formation and also is the main source to guide the regional economic development and prosperity. As a coastal economic province, Shandong Province has been rapidly developed in industrial clusters which relay on the superior regional advantages, but its urbanization level is still lagging behind the industrialization level. Therefore, according to the actual situation in Shandong Province, this paper studies how to improve the process of urbanization in Shandong Province by the interaction development of industrial clusters and urban. In this paper, we select the better industrial cluster in Shandong province as the study object, basing on the theoretical analysis of interactive development mechanism of industrial clusters and urbanization, and from the positive analysis we can find the existence of interaction relationship between industrial clusters and urbanization. And this paper brings forward the ideas and suggestions of promoting the interaction development from the current development situation of industrial clusters and urbanization in Shandong Province.
