Accroding to the experince showed both from in and out of China, as an effective model of development, industry clusters have obvious effect of the regional economy, it can accelerate the regions economic development and improve industrial competitiveness, optimizing resource allocation and reduce the surplus labor. While strengthening the research on industrial clusters, developing industrial clusters, is the primary means of social and economic development. Therefore, the meaning of the research on the effects of Industry Cluster on Regional Economic is significance. In this paper, take Hengshui City as an example, through the the research on the effects of Industry Cluster on Regional Economics, can provide theoretical basis in order to develop local industry clusters. In our country, the study of industrial clusters just stays on the cluster itself, but pay less attention on the perspective of the economic effects. Hengshui City, the economic development is relatively in a low level, by analysing the industry clusters of Hengshui City, the paper could clearly show that whether the industry clusters can influence that regions economic development. First, the paper used the method of location quotient analysed the actual conditions of industrial clusters development in Hengshui City, after this, and based on the Granger causality test reveals the relationship between Hengshui City economic growth and the industrial clusters, and then used factor analysis method, analysed the the performance of cluster in the city.
