产权交易中的国有资产流失问题研究 摘要 国有资产流失一直是困扰我国经济发展的一个严重问题。尤其是 近些年来，由于国有企业改革、国有资产的兼并重组等造成的国有资 产在产权交易中的流失日益严重，引起了政府的高度重视。本文正是 以产权交易中的国有资产流失问题作为主要研究对象。首先介绍了与 国有资产流失和产权交易相关的概念；然后对当前我国产权交易中国 有资产流失的类型和途径进行了比较详细的分类；接着笔者分别运用 委托－代理理论和寻租理论对国有资产在产权交易中大量流失的行 为和成因等进行了系统的分析；最后，在总结西方国家国有资产管理 所取得的成功经验基础上，并针对本文提出的主要问题，对今后我国 国有资产管理工作提出了一些展望性的建议。 关键词：国有资产流失，产权交易，委托－代理，寻租 Study On Loss of State-owned Assets in Property Rights Transactions Abstract Loss of state-owned assets is always a considerable hurdle to the economic development of our country. However the extremely augmented loss caused by the reformation of state-owned enterprises and the annexation of state-owned properties are highly regarded by the government in recent years. The thesis is focused on the loss in property transactions. The concepts in terms of the state-owned assets’ loss and the property transactions are introduced. And a detailed categorization of the state-owned assets’ loss in property transaction is illustrated. Also systematic analysis based on both Principal-agent Theory and Rent-seeking Theory is provided subsequently. As a conclusion, author gives several predictive suggestions which are summarized from practical experiences in field of state-owned assets management of western countries.
