服务型政府：理想抑或现实 ——以国家与社会的辩证关系为视角 HYPERLINK /browse_document.jsp \l # 胡重明 【专题名称】 HYPERLINK /browse_document.jsp \l # 公共行政【专 题 号】D01【复印期号】2011年03期【原文出处】《 HYPERLINK /browse_document.jsp \l # 华中科技大学学报：社会科学版》(武汉)2010年6期第22～30页【英文标题】Service-oriented Government: From Ideal to Reality ?? —A Perspective of the Dialectical Relationship between State and Society【作者简介】胡重明(1985-)，男，浙江临安人，浙江师范大学法政学院硕士生，研究方向为服务型政府，浙江　金华　321004 【内容提要】 虽然在国家与社会的张力之下，作为公共行政理想的服务型政府遭遇了现实的矛盾，但从国家与社会的辩证关系的视角来分析可以得出，服务行政有别于政治和行政发展史上其他任何一种国家行政形态，因其国家理想与社会理想的一致性实现了公共行政的价值性回归，因而成为一种可欲的理想目标。与此同时，中国市民社会的发展、社会自主性的强化还为这一行政理想的实现提供了充分的可能性。因此，构建服务型政府必须立足于中国社会发展的实际，以国家工具性的社会化，努力化解国家工具性与国家自主性的矛盾。通过服务价值的社会化、公共权力的社会化、政府职能的社会化，在国家与社会的相互形塑过程中，促成二者关系的重新调整和国家的自我重塑。In the tension between state and society, service-oriented government, as an ideal of public administration, confronts contradictions in reality. With analysis of the dialectical relationship between state and society, we could find that, service-oriented government is different from any other administrative paradigms in the history. It is a desirable ideal because its states ideal is consistent with social ideal, and it can achieve the original value of public administration. The possibility of the ideal can be increased with the development of Chinese civil society and social autonomy strengthening. Therefore, building service-oriented government must be based on the actual development of Chinese society, and strive to solve the contradiction between state instrumentality and state autonomy by socialization of state instrumentality.
