臺灣大學校院海洋通識教育發展歷程與展望- 153 一 臺灣大學校臨海津撞識教育發展歷程興展望 蔡錦玲* 摘要 「海洋」是人類依存的環境，是文化建構的基礎，是全球化經濟發展的利基。 全民的海洋通識教育是島國發展必要之策略。教育部於民國 97 年開始推展「海洋通 識課程計畫」是臺灣逐步推展全民海洋通識教育的重要里程碑。有鑑於基礎教育階 段是全民海洋通識教育的根本，具海洋知識之基層教師將是推展全民海洋通識教育 成功的關鍵，繼而，開始推展在師範教育大學體系開設具海洋知識導論性內滷之海 洋通識結構性課程以培育「具海洋知識之未來基層教自用」。本文僅就上述相關推展歷 程暨部分成果簡要概述，提供讀者參考。 關鍵詞:海洋通識、基層教師、跨領域人才 *國立中山大學海洋生物科技暨資源學系兼任教授 國立嘉義大學通識教育中心兼任教授 - 154 一國立嘉義大學通識學報(第十一期) The process and prospects of developing marine literacy inτaiwa且可阻niversities Tsai,Ching-Lin * Abstract Oceans are intimately connected with human life. They have always been a source of sustenance, and barriers to and highways for travel and 包-ade， and have contributed greatly to the construction of human cultures and economic development, particularly during the recent genesis of multinational corporatism and its dependence on inexpensive low-tech 仕ansportation in a continual1y globalizing world. For island nations like Taiwan, marine literacy education for all citizens is a necessity. Basic marine 1iteracy education requires a pool ofmarine-literate teachers. In what is considered a milestone for gradually encouraging the idea of developing a s仕ategy for integrating human life and its ubiquitous environmental enclosure, the Ministry of Education implemented marine literacy courses in normal universities of education in 2008. This study presents only the process and some partial results. A more in-depth investigation is needed within the coming decade.
