大连理工大学专业学位硕士学位论文摘 大连理工大学专业学位硕士学位论文 摘 要 改革开放近三十年来，随着我国市场经济体制的不断发展与完善，原有的计划经济 模式已基本过渡到目前的现代市场经济模式，政府的活动范围和工作方式已由计划经济 时代的无所不包，逐渐转变为市场经济条件下的社会管理和公共服务。对于中国广大农 村而言，加强对村民的自我管理和约束，实现完全的村民自治，即村民对本村的人、财、 物、事实行自我管理、民主决策，已成为不可逆转的趋势。随着此项工作的不断深入实 施，一些原来未显露出来的问题已逐步显露出来，甚至在一定情况下影响到村民自治的 实施。本人就当前全国各地普遍实施的村账乡(镇)代管的背景、历史、依据、模式以 及其优缺点作了全面的阐述，并在分析以上问题的原因后提出了全面的解决方案。 文章的“绪论介绍了当前我国农村经济管理制度及其相关问题的研究现状，提 出了对“村账乡(镇)代管制度作课题研究的可行性和意义所在，对我国农村经济的 构成、特点、管理模式及其发展历史进行了说明。正文部分重点阐述了村账乡(镇)代 管的含义、特点、历史渊源、法律依据和模式、功能，研究了村账乡(镇)代管制度的 现存突出问题及其成因，并阐述了村账乡(镇)代管制度完善的举措。同时，文章也附 带的讲到了村账乡(镇)代管制度的消极面。结论则指出：村账乡(镇)代管在当前我 国村级财务的管理中，起到了一个承前启后的过渡作用，成为我国社会主义初级阶段的 特征之一。但今后必须进一步加强对村民的自我管理、自我服务、自我教育、自我监督 等方面的培育，才能促进农村经济又好又快发展，才能更加丰富和完善具有中国特色社 会主义的发展道路。’ 关键词：农业经济管理村账乡(镇)代管委托记账会计信息 村账乡(镇)代管制度研究Study 村账乡(镇)代管制度研究 Study of the Institution of the village account administered by the county(town)level Abstract China’S market economy system has been constantly developed and improved over the 30． year reform and opening．up，with the transition of former planned economy mode into contemporary market oriented one．Meanwhile，the activity scope and work style of the government have shifted from the inclusive govemance．under which the Central Government and local government take full responsibility,into social management and public services．As to the vast land of China’S rural area．it has been all irresistible trend to intensify villagers’ self-management and restraint SO as to realize complete village．people—administrate—village， namely,villagers take their own responsibilities and make their own decisions on personnel， finance，resource，and great events in their village．As it is being carried out，some problems which remained hidden in the past have now become more and more obvoius，even in some cases influencing the enforcement of the village．people．administrate。village．I have made an all-round statement about the background，history,basis，model，the advantages and disadvantages of the village account administered by the coun
