PPP 项目控制权配置影响因素及合理配置原则，第五届 PPP 全国高校论文竞赛一等奖获奖论文，2016 年 12 月 22 日，上海 PPP 项目控制权配置影响因素及合理配置原则 † 伍迪（清华大学建设管理系博士生 ） 摘要：控制权的合理配置是 PPP 项目成功的重要前提条件，但在不同项目中配置方案的最 优解往往不同，因此控制权配置影响因素的相关研究具有重要的理论与实践价值。本文针对 现有研究的不足，基于控制权内涵、决策理论和 FMEA 等思想和方法将不同影响因素所体 现的项目特征描述为 PPP 项目中不同决策的重要程度，采用因子分析方法识别这些影响因 素与项目决策之间的关系，建立影响因素库，并应用 OLS 和 Logistic 两种回归方法探究这 些影响因素对 PPP 项目控制权分配的影响机理。然后将以上结论应用于解释国家发改委发 布的 1043 个第一批 PPP 示范项目控制权配置的差异，同时作为相关结论的验证。最后，基 于本文结论提出 PPP 项目控制权合理配置原则的四项建议。 关键词：PPP ；控制权；配置；影响因素；原则 Influencing Factors and Principles of Control Rights’ Allocation in Public-Private Partnerships Projects Wu Di (Department of Construction Management, Tsinghua University) Abstract: Reasonable allocation of the control rights is a necessary condition for success of PPP (Public-Private Partnerships) projects. But the optimal allocation schemes in different projects are often different. Therefore influencing factors related research has important theoretical and practical value. Aiming at the shortage of existing research, this paper embodies the projects’ features by different influencing factors are then described by importance of different decisions in PPP projects based on the meaning of control rights, decision theory and FMEA (Failure Mode and Effects Analysis) process. The relation between the influencing factors and the decisions are further verified based on factor analysis. Both the OLS regression analysis and logistic regression analysis are used to explore how these factors have impacts on the allocation of PPP projects’ control rights. Then the conclusions are verified and used to explain the different allocation schemes of control rights in 1043 PPP exemplary projects issued by SDRC (State Development and Reform Commission) of China.
