Harbin is one of the coldest cities in China. The heat consumption is also one of the largest in the whole country. The successful attempt of the retrofit project of the existing buildings has a profound meaning to the comprehensive retrofit of the existing residential buildings in Harbin in order to save energy and improve the environment. We realize that the thermal insulation standard of building thermotechnical design is lower by the research of the existing buildings in Harbin and the constructing of the retrofit project of Habiao Residential Complex. The thermal insulation retrofit of building envelopes plays an important role in existing buildings retrofit. In general ， energy consumption of heat transmission and energy consumption of air penetration of exterior walls， exterior willows， roofs and staircases covers large part in energy consumption proportion. The exterior wall retrofit should be emphasized in the whole existing buildings retrofit. The method of exterior wall retrofit is external thermal insulation on walls. The best retrofit scheme of Habiao Residential Complex is fixed to be the EPS external thermal insulation system by analysing the features of different retrofit schemes and studying the principles and methods of how to fix retrofit schemes. The quality of subdivisional project is guaranteed by setting up the organization of the project， working out the project management regulations and the corresponding guarantees of construction quality， planned speed， cost， safety etc.， constructing strictly according to the construction plan design principle and the construction methods of subdivisional project through the retrofit project of No.5 building in Habiao Residential Complex.
