吉安市城市规划编制与实施偏差反思-城市规划与设计专业论文.docx

华中科技 大学硕士 学 华 中 科 技 大 学 硕 士 学 位 论 文 I I 摘 要 随着我国城市规划理论与实践的快速发展，城市规划编制与实施之间的偏差问题 越来越突出。尤其是中小城镇，已成为当前城镇化的主战场，都在积极加大城市建设 力度，城市面貌日新月异。但研究发现受各种因素影响，城市建设与既定目标之间存 在不同程度的偏差。基于此，本文以中小城镇为对象，从客观角度分析总结。 吉安市正处于快速城镇化时期，经济发展与城市建设都取得了巨大的成就，但城 市规划实施结果与规划目标出现偏差的现象也较为突出。主要原因有：第一，我国规 划制度体系的不完善，在指导城市建设中，规划体系、方法、程序、过程均存在一定 的缺陷；第二，规划主体之间的利益博弈对规划编制与实施的偏差也会产生巨大的影 响；第三，中小城镇普遍自身基础薄弱、发展依赖外部资源，区域环境对其发展影响 较大，因此在积极融入区域、追求城市“利益”的发展过程中，城市建设容易走入误 区：无视目标与实践的偏差、建设肆意进行都将造成城市无序蔓延、城市建设低效率 等一系列问题，这些会成为制约健康城镇化的障碍。本文认为，偏差的出现是客观现 实，城市建设与规划本身的复杂性决定其不可能完全统一，问题的关键在于如何从制 度层面规范规划行为，重视规划的严肃性；从规划编制中改善规划的弹性，以适应各 种突发的“大事件”；在不影响项目落地的前提下尽量符合地块发展的既定目标。 本文通过对吉安市当前城市建设过程中出现的实施偏差进行反思，客观探索协调 规划编制与实施的策略，意在将经验运用在与吉安类似的城市上，为我国中小城镇的 健康城镇化发展提供借鉴意义。 关键词：城市规划编制与实施 偏差 影响因素 样本意义 II II Abstract With the rapid development of Chinas urban planning theory and practice, the deviation between the urban planning and implementation issues is becoming more and more prominent. In this current rapid urbanization stage, most small and medium-sized towns are devoting great effort on urban construction for actively promoting the urbanization process, when the deviation between the target and practice is often generated. Of course, the deviation is not necessarily a bad thing, but finding out the causes of the deviations has a great significance to avoid adverse deviation during the process of urban construction in the future. This paper proceeds from Chinas actual situation by means of sociology, management, system, and interests of the game theory and foreign urban planning experience, selects typical small town Jian City for the sample study, mining deviation between and implementation during the process of urban development planning, analyzes the reasons for these deviations, and puts forward management strategies of urban planning preparation and implementation in the development of Chinas urban construction.
