PAGE / NUMPAGES 摘 要 随着我国经济的发展，我国房地产项目数量越来越多，投资额度越来越大。“代建制” 作为我国项目管理模式改革的产物，传统的以政府为主导的政府代建制开始慢慢的向房地 产代建项目延伸。房地产代建制项目使得项目管理风险集中转移到代理单位。由于房地产 项目存在诸多的不确定性和风险性问题，因此，对房地产代建项目的风险鉴别，建立一个 分析房地产代建项目的风险分析模型，并提出风险的应对策略，对提高房地产项目管理专 业化水平，提升企业代建项目管理和风险识别和应对能力，都有重大的现实意义。 本文从代建制管理模式理论研究入手，结合工程风险相关管理理论，首先分析了代建 制项目管理模式，介绍了对代建制的定义及代建制管理模式的特点；在借鉴代建制项目风 险管理概念的基础上，剖析了代建项目风险管理的分类以及项目风险识别的方法，按照风 险识别、风险应对的风险管理逻辑体系，归纳出在代建制项目中项目法人可能遇到的各种 风险因素。为了科学合理的评估代建制项目风险，本文构建了一个层次分析模型，通过项 目风险评估模型，根据风险因素的大小，发生概率及影响程度，找出项目关键风险，从而 得出项目风险水平，为风险应对提供可靠的依据，并以实例证明其运行模式。最后，从项 目内外部环境对可能存在的项目风险提出了具体的应对措施。 房地产代建项目在实施过程中往往会又很多风险，每个风险的识别与处置正确与否关 心到整个项目的成败。本文旨在通过对代建制项目的风险识别及应对策略的分析，建立一 套较为全面、科学、完整的项目风险识别框架，评估项目风险因素并提出应对措施,希望 能为我国房地产代建项目提供有益的借鉴。 关键字：房地产 代建制 风险识别 风险应对武汉科技大学 硕士学位论文 第 II页 Abstract With the development of our economy, the amount of real estate program is increasing with a more and more huge investment. As the outcome of project management mode reformulations, Agent Construction System is extending from government-dominated program to the real estate program. The management risks has been transferred to the agent unit as the application of agent construction system. Indeed, it is necessary to identify risks in agent program as the existence of many uncertainties. Establish a risk analytical model to analyze the real estate agent program seems urgent, what’s more the coping strategies proposed may contribute to enhancing the professionalization of management and improving the ability to identify and cope risks, which is of practical significance to agent programs. This study proceeds with the agent construction management mode, by referencing the project risk management theory, first introduces the definition of agent construction mode as well as the features of agent construction management mode.
