新型城镇化视角下的特大城市近郊区规划管控研究 ????????????????????????????????——以武汉为例 何梅? 汪云? 夏巍 【摘要】?? 新型城镇化发展战略对城乡规划管控提出新的要求。特大城市城镇化快速发展进程中，紧邻主城的近郊区是矛盾与问题最为突出的区域，也是对特大城市未来空间结构产生最大影响的区域，亟待建立一套完善的规划管控体系予以有效引导。文章以武汉为例，从构建城镇空间发展整体格局，确立“两线三区”空间管控模式，完善集中发展区规划管控体系，建立生态框架区域管控制度保障，形成规划管理“一张图”平台等多层面，探索了一套“图、底”规划编制同步、规划与政策跟进同步的特大城市近郊区规划管控的新思路。 【关键词】? 新型城镇化? 近郊区? 规划管控 ? ? ? During the rapid development of urbanization of Megalopolis, the suburb areas near the main cities are the most prominent parts of the contradictions and problems. They are also the biggest impact on urban spatial structure. It is important to build a well-established system for planning and management to carry out effective lead. By studying Wuhan city, this article aims to construct urban spatial pattern as a whole, establish the spatial management mode of ‘two lines and three areas’, complete the planning control system of centralized development areas, build the control system for ecological framework areas, form a platform of One Digital Map, eventually discover a new method of planning synchronization between conservation and development as well as planning and policy for suburban area of megalopolis. 【Key Words】the New Urbanization ,Suburban Area ,Planning Management ? 随着社会主义市场经济的快速发展，我国城镇化进程逐步加快，城镇化率从36%提高到50%以上仅用了10余年时间，并且在未来相当长一段时间内还将持续稳定发展，城镇人口急剧膨胀，城镇空间迅速扩张，社会结构面临历史性的变化。党的十八大报告明确提出“坚持走中国特色新型工业化、信息化、城镇化、农业现代化道路”的“四化”同步发展战略，为中国的城镇化指明了发展的新路径。对于特大城市而言，紧邻主城的近郊区是城镇化快速发展进程中矛盾与问题最为突出的区域，也是对特大城市未来空间结构产生最大影响的区域。对这一区域探索与建立一套行之有效的规划管控体系，引导该区域集约有序发展，对推进特大城市走健康可持续的新型城镇化发展路径具有重要的现实意义。 ? 1 ?新型城镇化视角下的规划转变 1.1?新型城镇化的内涵及发展要求 新型城镇化是以科学发展观统领的可持续发展道路，其核心内涵突出了一个“新”字，即以城乡统筹、城乡一体、产城融合、节约集约、生态宜居、和谐发展为基本特征的城镇化，强调的是社会经济结构由传统
