Oral Practice through Debate Subjects for debate A debate is a formal discussion. A motion (a certain statement) is presented; one speaker proposes (or supports) the motion. Each of these speakers may have a seconder, who also speaks. The chairman, who is in charge of the meeting, then throws the motion open to discussion by the whole group, who speak in favour of or against the motion, each dressing his remarks to ‘Mr. Chairman’. The latter has the duty of seeing that only one person speaks at a time. Starting with the opposer, the two chief speakers sum up the opinions expressed in the discussion and a vote is then taken, for or against the motion.
