国内外智慧城市建设模式对比分析  摘要 中国正经历着工业化、信息化与城市化的融合阶段，城市资源的短缺、人口的膨胀、 环境保护等问题的不断涌现，都给现代化城市建设带来了压力。如何发展智慧城市，运 用智慧规划来合理配置城市资源、合理规划城市建设，解决城市化进程中的“城市病” 是当前政府亟需解决的问题。 据统计，现阶段进入我国首批的智慧城市试点名单有90个城市，部分城市都在模 仿国外的做法，但照搬硬套国外智慧城市建设的经验并不实际，每个城市的特点各有不 同，借鉴经验发挥其巨大能量需要与当地城市特点结合。智慧城市的建设综合考虑了城 市的各个系统、特点，立足于整个城市发展的大方向，协调与合理配置城市资源，使得 城市能够和谐稳定的持续发展。 本文运用文献法和系统分析等研究方法，通过搜集和梳理有关“智慧城市”的文献， 界定了相关概念、内涵和特征，并分析了我国“智慧城市”的建设现状，深入探析了新 加坡、美国、欧盟国家以及韩国的智慧城市建设模式，认为这些国家分别形成了政府主 导的智慧城市建设模式、国家战略驱动的智慧城市建设模式、政府与企业以及居民合作 的智慧城市建设模式和以服务为主旨的智慧城市建设的典型模式。进而分析了上海、宁 波和广州等几个典型城市的“智慧城市”建设的特点，认为我国智慧城市建设存在的主 要问题有.?重模仿，自主研发后劲不足；思路守旧、“千城一面”的格局很难打破；重 视把控，缺乏市场导向；一哄而起，轻视规划等问题。并深入的分析了制约其发展的主 要影响因素有：资源整合难度大?，创新力不足?，城市经济可持续发展力受限等。最后对 政府在智慧城市中所扮演的角色与其在智慧城市建设中的推进作用进行了探讨，指出政 府是智慧城市建设的引导者、规划者、协调者与监督者。并提出政府在智慧城市建设中 应该创新管理体制机制；重视人才储备与培养；加强投融资体系建设等对策建议。 关键词 智慧城市，典型模式，资源配置  Abstract China is undergoing fusing stage of industrialization, informatization and urbanization, the problem of the shortage of resources, population expansion, environmental protection continue to emerge to modem city construction which has brought pressure. How to develop the smart city, to configure the city resources, reasonable planning of city construction by smart planning, to solve the urgent problem of "urban diseasesHin the process of urbanization. According to statistics, at present there are 90 cities among China's first pilot of the smart city, but to apply the foreign smart city construction experience mechanically is not practical, the characteristics of each city is different, use the experience of foreign countries for reference should combine with the characteristics of local city. Smart city construction considers each system, characteristic comprehensively, based on the main direction of development for whole city, coordination and reasonable allocation of resources, make the city develop sustainablely in a harmomous and stable way.
