浅析欧盟对中国光伏产品反倾销案 ［摘要］自1979年欧共体对屮国提起第一例反倾销调查以來，国外对屮国 出口产甜的反倾销便从未间断过。H前，屮国已成为世界上因反倾销而遭 到损害的最人的受害国。在某种程度上，反倾销已成为制约屮国外贸及经 济发展的重要因素，在宏观和微观两个层面均带來了深刻的影响。此次欧 盟对华发起光伏产晶反倾销调查是屮欧迄今为止最人的贸易摩擦、全球涉 案金额最大的贸易争端，引发了国际上诸多争议。这一?事件发展进程深受 国内外各方的密切关注，其最终结果势必会对屮国乃至全球的光伏产业造 成深刻影响。本文在翻阅人量札I关文献的基础上，首先从反倾销的基本理 论引入，进而在概述欧盟对屮国光伏产甜反倾销案的现状与起因上进一?步 分析这一事件对屮欧贸易双方的影响，最后是提出小国方面应该采取的对 策。在対策研究屮，政府应该加强监管，规定光伏行业准入标准，并调整 扶持政策，引导行业健康发展。行业企业则应该加快产业整合，努力挺高 企业光伏产品的技术含量和品牌附加值，实施多元化战略。 ［关键词］欧盟光伏产品反倾销 Analysis of the European Union photovoltaic productsanti-dumping case against China [Abstract] Since 1979, the European Community launched the first case of anti-dumping investigation to China, and then foreign anti-dumping cases to China has never stopped. At present, China has become the biggest victimized country of anti-dumping in the world? In a way, anti-dumping has become an important factor in Chinas foreign trade and economic development at macro and micro levels which has brought profound impacts? The anti-dumping investigation initiated by the European Union is the largest trade friction between China and the European Union, and Its the worlcTs largest trade dispute which sparks international dispute? This event in the development process absorbs much close attention of all parties at home and abroad, and the result is bound to cause profound impacts to Chinese and global photovoltaic industry. In this paper, after reading a lot of references, first we introduce the basic theory of anti-dumping, and then we outline further analysis of impacts of this eve nt on China and the European Union, and finally we put forward some countermeasures that China should take. In this research, the government should strengthen supervisory requirements in access standards of photovoltaic industry, and adjust policies to support and guide the healthy development of photovoltaic industry.
