目的：
保证船岸有效实施港口国检查的管理，船旗国的规定要求得到严格的遵守，确保船舶能顺利通过港口国/船旗国的检查，避免船舶被滞留等。
1 Purpose:
To ensure the effective implementation of port state control inspection management of ship and shore, the regulations of the flag state shall be strictly observed to ensure the smooth passage through the port state/flag state control inspection to avoid the ship being detained, etc.
适用范围：
适用于公司所属船舶和公司相关职能部门。
2 Scope of application:
Applicable to the company’s ships and relevant functional departments of the company.
职责：
总经理是港口国/船旗国检查管理的主要负责人，全面负责港口国/船旗国检查管理工作；
3 Responsibilities:
3.1 The General Manager is the main person in charge of port state/flag state control inspection and management, fully responsible for port state/flag state control inspection and management;
指定人员是港口国/船旗国检查管理的主管领导，负责组织、检查、监督职能部门和船舶做好港口国/船旗国检查管理工作；
3.2 The designated person shall be the leader in charge of port state/flag state control inspection and management, and shall be responsible for organizing, inspecting and supervising functional departments and ships to do a good job in port state/flag state control inspection and management;
ISM办公室协助指定人员、各部门、船舶做好船岸港口国检查管理工作的落实；
海务部负责对海务管理方面港口国/船旗国检查监督、指导、协助、跟踪处理，船旗国相关规定、要求、通函、信息的收集管理，发船；
3.3 The ISM Office shall assist the designated person, departments and ships to implement the port state control inspection and management;
3.4 The Marine Department is responsible for the inspection, supervision, guidance, assistance and tracking of port state/flag state control inspection, collection and management of relevant regulations, requirements, circulars and information of the flag state, and send them to ships;
机务部负责对船舶技术设备方面的港口国/船旗国检查监督、指导、协助、跟踪处理，船旗国相关规定、要求、通函、信息的收集管理，发船；
