PAGE PAGE 25 国内产业转移对承接地的负面影响及政府调控策略研究 摘要：随着我国经济的快速发展，产业转移作为一种新兴经济现象，受到众多学者的广泛关注,政府对于区域产业转移也给予了高度的重视，政府通过直接或间接的手段对承接产业转移过程中进行干预。本文从探讨国内产业转移的现状与趋势出发，对国内产业转移对承接地的负面影响以及地方政府调控策略重点分析。在研究过程中得出5个主要的负面影响，即：区域产业结构失衡、产业承接致使环境污染、产业承接导致资源过度消耗、产业承接促使管理成本上升、产业承接导致产业同构化。承接地承接产业所造成的影响不仅影响承接地的经济发扎，也妨碍产业结构升级转型，必须完善地方政府调控机制。因此本文提出完善政府调控机制的建议，分别是：主张多层次产业转移政策、强化产业准进、进入后、准出的管理、优化土地政策、建立或优化利益协调机制。最后,以皖江示范区作为个案进行实证分析产业转移对承接地的主要成就和困难并由此进行提出建议。 关键词：产业转移；政府调控；产业结构；产业政策 The study of transfer negative impact and government regulation to undertake Strategy in the domestic Abstract:With the rapid development of Chinas economy,the industrial transfer which is an rising economic phenomenon is a widespread concern.Recent years,government took the regional industrial transfer very seriously.This article discusses the current situation and trend of the domestic industry ,and focuses on the transfer of the negative impacts on the domestic industry as well as local government to undertake regulation policies.Drawning five major negative impact in the research process,such as ,regional structural imbalance, industrial undertaking resulting in environmental pollution, industrial undertaking leading to excessive consumption of resources, industry undertake to promote increased management costs, industry to undertake the cause of Industry structure.The undertaking not only affects the economy of continue to send ,but also does interfere with upgrade of industrial structure transformation ,it must improve the local government regulation and control mechanism.Therefor,this article puts forward suggestions of improving the government regulation mechanism,such as advocating multilevel transfer policy,strengthening the industry after entering into,the management ,optimization of land policy ,set up optimizes the benefits coordination mechanism.Finally,in order to wan jiang demonstration area as a case study with empirical analysis on industrial transfer to undertake the main achievements and difficulties and
