It is important that the random numbers used in these systems are statistically indistinguishable from random noise, and that observing the output of a random number generator will not allow someone to predict future outputs or determine past outputs. The need for these properties is illustrated by considering a lottery game: if a lottery possessed a strong statistical bias, it would be possible for players to unfairly improve their odds by choosing the more likely numbers.
