乡镇行政管理体制改革的方向 摘 要 乡镇是农村基层的政权组织；是党和国家各项工作的落脚点；是农村社会主义物质文明和精神文明建设的直接领导者和管理者。自从废除了人民公社制度建立乡镇后, 我国乡镇行政管理体制几经撤并乡镇、改革机构, 始终没有实质性改变, 且存在的问题有待改革。目前研究我国乡镇机构改革存在着撤消论、保留论、自治论等观点, 乡镇行政管理体制改革必须着眼于县域范围，以实现政府职能的最佳配置为核心。为此，需要科学界定县乡政府职能,合理划定乡镇政区范围，改革政府设置形式和级别制度,探索我国乡镇行政管理体制改革新的模式。 关键词：乡镇；行政管理体制；改革 The direction of the reform of the township administrative management system Abstract The township is the political power organization at the grass-roots level; it is the foothold of the work of the party and the state; it is the direct leader and manager of the construction of socialist material and spiritual civilization in rural areas.
