Summary
ThisreportprovidesbackgroundinformationandissuesforCongressonshipboardsolidstate
lasers(SSLs)thattheNavyisdevelopingforsurface-shipself-defense.TheNavy’sproposed
FY2025budgetrequestscontinuedresearchanddevelopmentfundingforsomeoftheseefforts.
TheNavyinstalleditsfirstprototypeSSLcapableofcounteringsurfacecraftandunmanned
aerialvehicles(UAVs)onaNavyshipin2014.TheNavysincethenhasbeendevelopingand
installingadditionalSSLprototypeswithimprovedcapabilityforcounteringsurfacecraftand
UAVs.Higher-powerSSLsbeingdevelopedbytheNavycouldhaveacapabilityforcountering
anti-shipcruisemissiles(ASCMs).CurrentNavyeffortstodevelopSSLsinclude
•theSolidStateLaserTechnologyMaturation(SSL-TM)effort;
•theOpticalDazzlingInterdictor,Navy(ODIN);
•theSurfaceNavyLaserWeaponSystem(SNLWS)Increment1,alsoknownas
thehigh-energylaserwithintegratedopticaldazzlerandsurveillance(HELIOS);
and
•theHighEnergyLaserCounter-ASCMProgram(HELCAP).
TheissueforCongressiswhethertomodify,reject,orapprovetheNavy’sacquisitionstrategies
andfundingrequestsforshipboardlaserdevelopmentprograms.DecisionsthatCongressmakes
onthisissuecouldaffectNavycapabilitiesandfundingrequirementsandthedefensetechnology
andindustrialbase.
