Cloud Computing and Net Centric Operations Bob Gourley bob@ 13 Jan 2008 The OSD and ASD N strategy to enable net-centric operations has been benefiting from several major trends sweeping the IT industry today. Chief among them is the concept of Cloud Computing. But just what is cloud computing and how does it relate to DoD constructs of net-centric? The term is used two different ways in DoD. To most users, cloud computing is any capability delivered over the network. If it is not local computing it is from the cloud. To these users, all net-centric computing and almost all IT is cloud computing. Technologists and enterprise architects in DoD use the term in a different way. To them, cloud computing implies new ways of providing capability on demand by use of virtualized resources. It involves pools of storage, network, processing and other computational resources that can be efficiently allocated on demand. It also implies far more agility in support of operational missions. What follows is a snapshot of OSD intentions in this area, an update on relevant activities in the private sector which can further OSDs enablement of net-centric operations, and a new look at key principles for OSD implementation of cloud computing. OSD intends on leveraging cloud computing to achieve results articulated in ASD N s Strategic Plan for 1 2008-2009. This plan directs fundamental changes in processes, policy and culture, and also articulates goals for the Departments IT architecture designed to enhance information sharing, security and IT agility in support of the DoD mission. The vision of this strategic plan is to deliver the power of information. Goals include accelerating net-centric transformation, using information as a strategic asset, ensuring an interoperable infrastructure
