民用建筑中合同能源管理应用及分析 摘要 作为发展中国家的中国，为了满足经济高速发展的需要，能源需求量也在逐年增加，又由于人口众多、能源结构单一、有效利用率低等问题的存在，我国能源问题显得更加突出，严重制约着中国经济发展。据统计，中国的建筑能耗已占全社会能耗总量的30%左右。在建筑能耗中，民用建筑的能耗问题尤为突出。有资料显示，国外在开展合同能源管理后的项目可平均节能达到30%，而在中国的实际运行也收到了显著效果。 本文试图引入合同能源管理这种市场化的节能模式来推动中国民用建筑的节能改造。以合同能源管理在民用建筑中的应用为主题进行了较为系统的研究。在讨论了民用建筑的概念和内涵后，从民用建筑政策法规框架建设、民用建筑规模现状、建筑能耗现状等方面对我国民用建筑的发展现状进行了分析，从而得出民用建筑在我国得到了一定程度的推广，但还存在很多阻碍其推广的障碍，尤其是融资障碍、节能技术缺乏等的结论。为了有针对性地解决这些问题，该论文从国外民用建筑的成功经验着手，结合我国具体情况提出合同能源管理这一节能新机制对我国民用建筑的发展有积极的促进作用的观点。该论文在第四章着重对合同能源管理在民用建筑中的应用问题进行了研究，尤其是在借鉴国外合同能源管理融资模式的成功经验的基础上，对我国合同能源管理的融资模式进行了分析，另外，对合同能源管理推广过程中的风险分配原则、风险分类及风险控制进行了研究并提出了建议。 关键词：民用建筑，合同能源管理，节能改造，风险研究 Energy Performance Contracting applications and analysis in civil construction ABSTRACT As a developing country, China, in order to meet the needs of rapid economic development, energy demand is increasing year by year, and because a large population, energy structure, a single, effective and low utilization of the problem, Chinas energy problem has become more prominent, serious constraints Chinas economic development.
