摘 要 我国大量非正规就业人员的出现，对劳动关系的调整和社会保障制度及政 策提出了巨大的挑战。由于历史和制度的原因，这一群体中的大部分人游离于 社会保障的主流框架之外，总体参保率低，影响了非正规就业的可持续发展。 本文从非正规就业人员参保率低的情况出发，针对非正规就业人员在参保过程 中出现的各类问题，探讨现有的非正规就业人员参保制度能否满足该群体的实 际需要。 笔者通过分析认为，现有的非正规就业人员的社会保障制度是在原有的正 规就业人员社会保障制度的大框架下，通过修修补补而出台的，制度设计的主 要取向是注重与原有制度的对接。但是，运用这一思路制定的针对非正规就业 人员的社会保障政策在很多方面缺乏合理性，存在一些问题。笔者认为，在现 阶段，对非正规就业人员不宜实行与正规就业人员完全相同的社会保障制度， 对非正规就业人员社会保障制度的设计需要新的视角。 正是基于此，笔者选取农民工这一特殊群体作为代表，通过分析认为，现 阶段把农民工纳入城镇社会保障体系或农村社会保障体系皆不可行，结合我国 各省市在农民工社会保障建设的实践基础上，本文提出建立面向农民工的过渡 型社会保障制度的政策设想，坚持低缴费率、宽覆盖率的原则，据农民工的需 求轻重缓急程度不同，分类别逐步建立农民工社会保障体系。笔者希望通过这 些现实性和持续性相结合的社会保障政策安排，促进非正规就业的健康发展。 关键词：非正规就业；社会保障；政府政策 Abstract Unemployment is a severe social problem in the world, while informal patterns of employment are the most effective way to solve this problem. Although at present tradition jobs are more than informal jobs, they in fact are giving way to flexible, temporary and task-based contractual relationship. The appearance of massive informal sector workers proposed the huge challenge to he work relations adjustment and the social security system. As a result of historical nd the system reason, the majority of the person drifts away to outside the social security system mainstream frame and the participation rate was low, which has effected the informal employment sustainable development. The paper is based on he low participation rate of informal sector workers. And it discusses how to establish a special social security system for the informal sector workers. At present the measures that the farmers join in the urban social security system or the social security system in rural areas are infeasible. At the base f the provincial social security building
