民主决策的信息化研究.pdf

论文摘要 继党的十六大报告明确提出“党内民主是党的生命”后，党的十七大报告进 一步指出：“推进决策科学化、民主化，完善决策信息和智力支持系统，增强决 策透明度和公众参与度，制定与群众利益密切相关的法律法规和公共政策原则 上要公开听取意见。”所有这些不仅表明了中国共产党对民主的重视和推进民主 政治的决心，而且表明了我党在信息技术 日趋发达的今天对社会主义民主政治 发展的新认识。 笔者基于前人的研究成果，以“民主决策的信息化研究”为题，旨在分析 电子民主在我国发展和研究的状况以及存在的问题，解读民主决策的多种信息 化手段，探索完善民主制度的途径。 用信息化手段来作为改善民主决策过程的首要范式主要体现在政治参与主 体的扩大、参与能力的提高，其次就是在于增强决策的合法性和准确性。目前 民主决策的信息化研究在国内外都有很大的发展，但是发展的水平和方向却有 着一定的差别。国外早在十几年前就开始了电子民主系统的开发和使用，其主 要目的在于利用信息通信技术巩固民主过程。我国现还处于发展的初级阶段， 因此利用信息技术来培养民主要素就成了主要的研究方向。笔者结合国内外专 家的理论研究经验，将广泛使用的电子投票、在线访谈、网络民意调查、短信 平台等多种手段进行了比较与评析，探寻各种手段的优势与不足，最终提出了 完善和创新民主决策信息化工作的途径。 关键词：民主决策；信息技术；表现手段 1 Abstract After the explicit illustration in the report of the 16th NCCPC (National Congress of Communist Party of China) that the “internal democracy is the life line of the party”. The report further illustrates in its 17th NCCPC that “to make progress on the scientific and democratic decision-making; better the information and intelligent supportive decision system; strengthen decision transparency and public participation; to establish laws and regulations, as well as public policies that are closely related to the public interest based on openly listening to the public”. This not only shows the attention and determination from the Chinese Communist Party on the matter of democracy and making progress on the democratic politics, it also indicates that the party has a new realization on the development of the socialist democratic politics in the present day with highly advanced information technology.
