摘 要 海关的组织文化因具有政治性、强调共性建设和稳定性等特征有异于传统 企业文化研究，企业文化的理论和特质在公共组织的应用存在局限。海关 2008 通过《海关文化建设纲要》，提出海关文化建设的主要原则、内容和主要措施。 体现了我国公共管理部门对组织文化的重视与培养已露端倪，但是在公共组织 的组织文化理论研究方面，无论是国内外的研究都比较有限，尤其缺乏测量研 究的案例和数据。本文通过对基层海关组织文化的实证研究，分析组织文化类 型、特点和需求结构出发，从基层海关现有和期望的组织文化轮廓，探讨在相 对固定的组织管理制度下基层海关的组织文化方式，并把海关文化研究从表征 文化研究提升到系统文化研究的高度，寻求切实可行的影响基层海关组织行为 的构建有效组织文化途径。 关键词：基层海关；组织文化 Abstract The customs of organizational culture, due to its political stability and construction of common characteristics are different from traditional enterprise culture research, enterprise culture theory and characteristics of the public organizations in the application of limitations.
