摘 要 本文以阳泉市全面实行城乡一体化为背景，对构建城乡一体化社会保障体 系中的城乡一体化的养老保险进行了研究，提出了打破城乡二元结构，建立“统 账结合”模式的城乡居民养老保险制度的设想。并对新制度建立的必要性，运 行的可行性及其影响该制度运行的制约因素进行了简单分析。重点是对城乡居 民养老保险的制度设计进行了研究，包括“统账”结合模式中的缴费基数的确 定、缴费比例的确定、个人账户的规模、基金管理、不同地区间的转移接续进 行了创新性的研究，提出了自己独到的见解与结论，构建了城乡居民养老保险 的制度框架。特别是对社会统筹基金的来源，个人账户中的“混合账户”模式 进行了论述。另外对城乡居民养老保险制度采用“统账结合”模式、覆盖率、 基金征缴等进行了分析和思考；最后通过与国内几个典型地区的城乡居民、农 村养老保险制度模式的简单对比，对城乡居民养老保险制度的预期效果进行了 预测，得出了新制度的建立尽管困难重重，但确实是实行城乡一体化的必由之 路。 关键词：城乡一体化；城乡居民养老保险；制度设计；运行分析；效果预测 2 Abstract In this paper, the full implementation of Yangquan City, against the backdrop of urban-rural integration,, Construction of urban-rural integration of the social security system in the old-age insurance for urban and rural integration was studied and put forward to break the urban-rural dual structure, the establishment of the integration account combined mode of urban and rural residents the idea of old-age insurance system.
