The paper takes Qianjiang District of Chongqing as an example, based on the international trade and non-equilibrium theory, combine the actual situation in Qianjiang District, it analyzes the base of developing open economy in Qianjiang District, and using principal component analysis gets open degree of each county area, by descending order, obtaines the open level of Qianjiang District lies in a lower level, according to the evaluation of data obtained factors which Qianjiang District is lagging behind on the development of an open economy, combining with the successful experience of domestic and international open economy development and Qianjiang District itself the endowment, the paper puts forward to promote its open economy suggestions that Qianjiang should seize the opportunity of international industrial transfer, the government played a leading role in seeking development, identify their own position, continue to underta
