农民收入与农业保险需求关系的实证分析 熊军红1 蒲成毅2 （1．中国人寿保险(集团)公司，北京 100035 ；2.重庆工商大学财政金融学院，重庆 400067 ） ［摘要］农业是国民经济中的弱质产业，规避和转移风险的能力较弱，农业保险是农民 风险损失能得到及时弥补的有效手段。农民货币收入与农业保险需求高度相关，是制约农业 保险需求大小的主要因素；在货币收入达到或超过其基本生活需要的临界值后，才可能产生 农业保险需求。现阶段农业保险需求的收入弹性较大，保险需求的增长快于农民收入的增长。 为加快农业保险的发展，国家应积极采取措施，提高农民收入；采取倾斜性财税政策，支持 农业保险发展；建立专业性相互保险组织和政策性农业保险公司、同时加大对农业保险的宣 传和推广力度，提高农民保险意识。 ［关键词］农民收入；农业保险需求；相关系数；收入弹性 ［中图分类号］ F840.32 ［文献标识码］ A ［文章编号］1004-3306 （2005 ）12-0029-02 Abstract ： Agriculture is a disadvantaged industry in the national economy and is relatively weak in risk transfer and avoidance.Agricultural insurance is an effective way to cover farmers losses.Demands for agricultural insurance are closely related to farmers monetary income,and the latter is the major factor affecting the level of demands for agricultural insurance.Only when farmer monetary income reaches or exceeds their basic livelihood needs,should there be demands for agricultural insurance.The income elasticity for agricultural insurance is so big that increase of insurance demands is faster than increase of farmers income.The state should take proactive measures to increase farmer’s income level in order to accelerate development of agricultural insurance.It can also use taxation measures and set up specialized mutual agricultural insurance company or policy agricultural insurance company to support agricultural insurance’s development.At the same time,publicity should be enhanced to increase farmer’s awareness for the importance of agricultural insurance. Key words ：farmer ’s income;demands for agricultural insurance;factor of correlation;income elasticity 农业生长周期长、经济效益显露较慢、受自然条件制约较多等因素，决定了农业成为“弱 质产业”的角色。农业保险作为一项重要的经济补偿制度，对农业生产的发展和农民收入的 稳定，具有十分重要的意义。但从保险业发展实践看，农业保险问题并没有得到足够的重视， 保险公司在经营中往往只关注保费收入的高低和盈利率的大小，没有更多地关注农民的收入 状况及农民收入与农业保险
