T he application of general evaluation methods is restricted due to lack of w eight information. T he data envelopment analysis ( DEA ) , w hich can meet the need, is an ideal method to evaluate the efficiency of the multi-input and mult-i output pro- ject. T his paper studies the connotation of the data envelopment analysis ( DEA) . Based on the environmental data both in the inputs and outputs w hich enable the DEA method inappli- cable, the data translation method is proposed to w iden the application area of the DEA method. The result of the evaluation of the investment efficiency of 8 w astew ater disposal plants show s that projects are effective and 2 are not effective.
