Terminal 5 at Heathrow - A very large scale infrastructure and technology project Background and Objectives Terminal 5 has been described as a 21st century gateway to Britain. The reason to build a new terminal at Heathrow was based on three primary reasons: maintain the ranking as one number airport in Europe, improve scalability as air travel is expected to double by 2027, and take advantage of economies of scale. This case study covers the development and implementation of this large scale infrastructure and IT project, which was planned several decades earlier. The main objectives for entering into this project were to make Heathrow the greatest airport in the world by, increasing passenger capacity, cut transfer time between terminals, and move all BA flights to T5 to take advantage of economies of scale. It was important for BA to deliver the project one time and within budget, and to reduce risks. The following sections discuss how BA planned to meet these objectives. A Challenge in Size and Scalability Terminal 5 is the largest free-standing structure in Great Britain. It has 110 aircraft stands and over 17km of bag conveyors. Terminal 5 cost BA and the British Airports Authority £4.3bn [$8.5 billion] to build and outfit. BA says around £75m of these costs are for technology, while BAA invested at least another £175m in IT systems. The project lasted over 22 years and involved as many as 60,000 people. The work has involved 180 IT suppliers and seen 163 IT systems installed in addition to 40,000 hours of systems engineering. British Airways CIO Paul Coby said that even the construction of T5 involves: “creating a small town with a full telecommunications network for the construction workers, merely to enable the terminal to be built.” CIO Magazine.
