系制定详细的目标和考核指标 , 以使企业各部门达到均衡的发展 ,使其在竞争的环境中获得更大的竞争力 。

A b stract: The conven tional p erform ance m ea su rem en t is no longer su itab le to sm all and m edium
sized en terp rise s struggling in a comp etitive environm en t. The balanced scorecard is an effective too l for
the m anagem en t of the en terp rise p erform ance. The p erform ance m anagem en t by m ean s of the balanced
scorecard is to conduct an allround m ea su rem en t of the en terp rise p erform ance th rough finance,
cu stom ers, work flow and innovation , work ou t a detailed objective and m ea su rem en t target according to
