浅谈我国公共危机管理体系的完善 公共事业管理专业学生 付连芝 指导教师 李 明 伍洁 摘要：20世纪90年代以来，随着我国经济文化的发展以及改革开放的深入，社会结构正在发生深刻的变化，各类危机爆发的可能性大幅度增加，而我国的公共危机管理体系还不完善，如缺乏危机管理意识、危机管理法治缺失等。政府作为公共事物的管理者、公共秩序的维护者，对各种公共危机事件实施危机管理是政府的一项重要职能，也是政府的重要责任。改革开放以来，我国政府已成功处理过不少危机事件，积累了较多的处理危机事件的经验，但同时，在危机处理过程中存在不少问题。本文从公共危机管理理论开始分析，并结合近年来我国公共危机管理的实例，提出了改善政府危机管理体系的一些建议，如建立危机预警系统、组建危机管理中心、完善危机管理法律体系等。 关键词：公共危机；危机管理；政府管理 Shallowly Discussing Our Country Government Crisis Management System Student majoring in Public Administration FU Lian-zhi Tutor LI Ming WUJie Abstract：Since the 1990s, along with our country economical culture development as well as reform and open policy thorough, the social structure have been having the profound change, each kind of crisis erupts possible large scale increase, but our country public crisis management system is imperfect, like lacks the crisis management consciousness, the crisis management government by law flaw and so on. The government took public thing the superintendent, the public peace and order maintenance, implements the crisis management to each kind of public crisis event is a governments important function, also is governments important responsibility. Since the reform and open policy, our country government has succeeded has handled many crises event, accumulated more processing crisis event experience, but simultaneously, has many problems in the crisis treating processes. This article starts from the public crisis management theory to analyze, and the union our country public crisis management example, proposed in recent years improvement government crisis management system some suggestions, like the establishment crisis early warning system, sets up the crisis management center, the consummation crisis management legal framework and so on.
