浅议转型中的基层财政问题 [摘要]农业税取消后，我国乡镇财政功能定位面临着新情况。作者以河南省潢川县某镇为例，从财政结构变化、服务功能转变、政府机构改革的延续与配套三个方面引导出乡镇财政转型的必要性。进而提出乡镇财政职能定位，主要涵括公共产品、财政资源配置效率、财务决策支持、监督职能四个方面。最后，作者提出实践构想：理顺管理责任关系、财政机构设计、培育税源，使乡镇有财可取、有财可用，发挥出最大的财政功能。 [关键词]乡镇财政 功能 转型 [Abstract]After agriculture taxes being exempted, the function and orientation of the finance of the grass roots face new condition and challenge. The writer take one small town of HuangChuan County He Nan Province as an example. The essay, ranging from the three aspects including the change of finance structure, the change of service function to the continuity of government reform, lead to the necessity to the foundamental financial reform. Thereby, the orientation of the finance of the gross roots is put out, mainly including public products, the efficience of settlement of the finance resource, finance, and supervising function. At last, the writer give out some conceive of practice: the writer define management and responsibility, finance department design and informatization source arrangement and bear taxes spring in order to have finance to own and make most use of finance.
