摘  要  大通河甘肃省河段水电梯级开发论证  学 科 名 称 ：水利工程 研究生姓名：雷振亮 导 师 姓名：李怀恩 曹相云 摘  要  答辩日期：2005.4.1 作者签名： 导师签名：  建设项目论证是进行项目可行性研究的主要组成部分，可行性研究是 运用多种科学成果，对一项工程在建设投资决策前进行技术经济论证的一 门综合性学科。大通河甘肃省河段水电梯级开发建设项目是发展甘肃经济 的一个主要开发项目，不仅项目本身能带动全省经济的发展，也能解决目 前制约全省经济进一步发展的电力不足的矛盾。本项目的开发时间长，开 发难度较大，影响的区域广。该项目是在国家西部大开发战略下，由甘肃 省及有关单位和投资商协开发的项目。本论文从项目的工程地质条件、工 程选址方案、工程的财务状况和社会经济等方面，按照有关水电工程项目 评价的方法进行科学合理的论证分析。论证表明，大通河甘肃段梯级开发 建设在工程开发和建设条件方面符合开发建设项目的要求，选择地段和工 程位置合理可靠；对财务评价及社会经济方面论证都符合建设项目投资要 求，建议该项目在基础条件和资金允许的条件下早日开工建设，早日发挥 其应有的社会效益和经济效益。 根据水利建设项目的社会评价有关规定，通过对大通河甘肃段梯级开 发项目论证分析，本项目的社会效益明显，社会影响良好，项目与社会的 相互适应相好，当地的群众对项目的投资建设有很好的认同感，积极性高。 项目建设后，对当地的社会经济、文化和生态环境都有良好的改善。自然 I 西安理工大学工程硕士学位论文 资源能够得到很好利用，能很好的促进当地和全甘肃的经济和社会的发展。 关键词：大通河；开发建设项目；论证 II Abstract The Demonstration of Waterpower Gradual Exploitation in the Datong River Section in Gansu Major：Water Resources Engineering Date：  Author： a ming  Author Signature： Supervisor： Abstract It is the major composition part that carries out project feasibility research to expound and prove for development construction project.
