Abstract Balance of power idea is a kind of very important diplomacy theory for the modern western countries to deal with the international relations. Balance of power idea has made great influence to Chinese world outlook since it has spread to China during the period of foreign affairs, which is exactly in the 60s of 19 century. China changed the world center ideology that was popular in the past, and gradually considers itself as one of the independent country of the modern international society. So China begins to handle foreign affairs with equality ideology. The diplomacy during the period of foreign affairs is directed by balance of power idea. During the process of dealing with many complex diplomacy events which might cause wars due to conflict about different benefits, most diplomatic officials pay attention to the balance tactics to handling the complicate and intense foreign relations. Even when the adversary country is much stronger than China, they still research the relations among the foreign countries, and strive to find their benefits’ contradictory to reduce China’s loses and defend the state sovereignty. The balance diplomacy during the period of foreign affairs is different from the modern Europe’s balance diplomacy. It has several characteristics: first, it is deeply influenced by the traditional culture; second, the apply of the balance tactics contains both of flexibility and rigid; third, it usually appears the situation that China wants to control other countries by balance tactics, but adversely China itself is controlled by those countries finally. The balance diplomacy is not very efficient because of the decline of national power, the complicated situation of internal and external affairs and the balance tactics are not always applied correctly. However, objectively, the balance diplomacy fits in with the needs of the society. It is the best choice for a weak nation to maintain its national benefits. Besides, the balance diplomacy also
