IMSI 的 附 着 是 由 移 动 用 户 送 位 置 更 新 请 求 来 消 除VLR 中 的 分 离 标 志， 从 而 恢复 该 用 户 的 正 常 呼 叫 处 理。 这 类 似 于 正 常 的 位 置 更 新。 但 请 求 的 类 型 为“IMSI ATTACH”。另 外，用 户 应 和 分 离 前 在 同 一 位 置 区 内， 否 则， 它 只 能 启 动一 般 的 位 置更 新过程。 IMSI的分离是由移动台发送“IMSI DETACH INDICATION ”，网络收 到‘IMSI 分 离’ 消 息 后 VLR 给 该 用 户 的 信 息 设 置 一 个‘IMSI 分 离’ 的 标 志。 并 启 动IMSI 分 离 的 计 时 器“T3220”。计 时 器 超 时， 则 从VLR 中 删 除 该 用 户 的 信 息。 ‘IMSI 分 离’ 的 标 志 设 定 后，MSC 将 停 止 寻 呼 该 用 户， 尽 管 它 仍 然 在 自 己 的 管 辖 区 内。 切换失败 当移动台触发切换，在Handover Command 之后，由于各类原因致使移动台无法正 常进行切换信令流程，由移动台上行发送 Handover Failure 。指示切换失败，并在原 服务小区上保持通话。其信令流程如下所示： BSC Channel activation ack Channel activation Encryption command Channel required Complete Layer 3 Info.
