The overnment information resource lannin should be for the overnment p p restructurin , for the life cycle of overnment information resources and for the information resources factors inte ration, in order to achieve the total factor lannin , the inter- or anizational com rehensive lannin and the ri hts rotection and p p p p social services oriented o en lannin of the overnment information resource lannin . The a er desi ns the structure p p p p p model of the overnment information resource plannin in the transition, and proposes a number of plannin assumptions.
