It indicates that China has formally entered into the 3G era. Conformance test for 3G terminal is more complex and more challenging, the need to support variable-rate voice, video, data transmission, Internet access and other unknown business. With the construction of 3G networks and large-scale business is improving, 4G next-generation mobile communication system development has been put on the agenda for this development, all sectors of industry chain has started the corresponding business. The new face of the telecommunications industry, the companys business growth, an urgent need to clarify the projects risks and benefits, then determined the companys strategy investment plans. This paper discussed project investment risk decisions for 4G mobile terminal conformance test to help the companys management to make scientific decisions. First, according to the theory of risk-based decision-making, the use of risk identification, risk assessment methods to analyze the 4G mobile terminal conformance test the potential risks of project development and production of the root causes of important risk assessment and evaluation.
