我国中小企业融资困境与对策研究 摘　要 中小企业在社会经济发展中的作用向来不容小觑，是国家经济的柱石。截止到2006年10月底，我国中小企业数已达到4200多万户，占全国企业总数的99.8%。中小企业创造的最终产品和服务的价值占国内生产总值的58%，生产的商品占社会销售额的59%，上缴税收占50.2%，更为重要的是中小企业吸纳了绝大部分劳动力的增量和存量转移，缓解了就业压力。此外，中小企业在调整经济结构，建立市场体制，构建和谐社会等方面发挥了越来越重要的作用。然而，我国中小企业的作用与其在金融环境中的地位并不成正比，融资难己经成为困扰其发展的痛疾。尽管多年来国家竭力改善中小企业的生存环境，但中小企业融资困境并没有从根本上得以改善。 正确认识我国中小企业发展的现状和所面临的问题，对于促进我国国民经济健康可持续发展具有十分重要的现实意义。本文结合目前复杂多变的经济金融形势，以及经济转型过程中政府、中小企业、金融机构、中介及担保公司等不同主体在体制改革、职能转换、市场定位、价值取向、经营管理中承担的责任、义务和由此引起的共同诉求和矛盾，采用了实证分析与比较研究方法，运用经济学的基本原理，分析了我国中小企业融资困难的成因，并通过对国内外先进经验的比较分析，总结归纳提出了适合我国国情的中小企业融资途径与对策。 关键词：中小企业，融资困境，对策  Abstract Small and Medium Enterprises(SMEs) play a very important role in the development of social economy. Till October of 2006, the number of SMEs was over 42 million, about 99.8% of the enterprises in the whole nation. The value of the final products and services that are produced by the SMEs is about 58% of the GDP in the nation, the number of the products is 59% of all the amount of sales in our society, and they pay about 50.2% of all the tax. What is the most important of all, the SMEs provide more positions and ease the employment pressure. Otherwise, the SMEs play a more and more important role in adjusting the structure of economy, in establishing the market system, and in building a harmonious society. However, the role of the SMEs is not equal to its position in the economic environment. The hardship of financing has been the illness of preventing them from developing, although the nation had made effort to solve the problem in many ways, such as improving the living environment of the SMEs. But, the difficulty is not changed fundamentally. Knowing the problems that SMEs are facing is very important to the sustained development of our national economy.
